Spark Cell

Fighter Country Innovation, commonly referred to as Spark Cell, is a team of developers at Luke that serves as the core for creative process improvement and advancing capabilities in direct support of Airman and mission readiness across the 56th Fighter Wing. The organization focuses on developing and implementing solutions that improve efficiency, reduce costs, and strengthen Luke's ability to train the world's greatest fighter pilots.

Continuous Improvement Innovation (CI2)

CI2, or Continuous Improvement and Innovation, is the Air Force's framework for operational excellence. Guided by Air Force Instruction (AFI) 38-401, the CI2 program integrates proven methodologies like Lean Six Sigma to eliminate waste, maximize resources, and foster a culture of problem-solving at every level. It’s about giving you the tools and training to make a tangible difference in your daily work.

Unit Innovation Representative (UIR) Training Program

Thunderbolts, get ready for an exciting opportunity! 

We are thrilled to announce the launch of our Cohort 25-3 Unit Innovation Representative (UIR) Training Program! Beginning 1 October 2025, we will select two-three outstanding individuals to join this dynamic cohort and immerse themselves in the Innovation Ecosystem — including AFWERX, Spark Cell, Continuous Improvement and Innovation, Lean Six Sigma, Theory of Constraints, and much more.

Our mission:

Provide a focused, hands-on development experience over 60–90 days, forging strong connections that will benefit the entire Luke AFB community. Participants will return to their units equipped with the latest innovation tools and strategies, ready to drive impactful initiatives and foster a culture of continuous improvement.

How to apply:

Submit Commander/SEL recommendations and signed MOAs to MSgt John Brown at john.brown.39@us.af.mil no later than 26 Sep 2025.

The Luke AFB Spark Cell has a proven track record of developing successful projects that have been implemented not only at Luke AFB but have also been scaled for use across the entire Air Force. Our projects, such as the development of autonomous flightline robots and advanced drone programs, have directly contributed to increased efficiency and safety. Our team was even a finalist in the 2021 Air Force Spark Tank competition for the "Next-Gen Debrief" innovation.
